Efficient O&M of Saddleback College’s central cogeneration plant

Saddleback College, a 200-acre campus in Mission Viejo serving over 25,000 students, needed a reliable, environmentally responsible partner to operate and maintain its 1.5 MW central cogeneration plant that supplies chilled and hot water and helps offset peak electricity demand. After a competitive bid, Veolia North America was selected under a five-year central plant O&M contract to provide ongoing operation and maintenance, 24/7 remote monitoring and emergency response, and campus-wide Environmental Health & Safety (EH&S) services.

Veolia North America implemented full O&M of the central plant—covering power generation equipment, chilled and hot water systems, and high-voltage distribution—while conducting equipment condition assessments, establishing SOPs, and rolling out an EH&S program; Veolia will also guide several capital upgrades. The engagement delivered measurable benefits: continuous, reliable chilled/hot water and electricity for the campus, improved operational efficiency and plant performance, adherence to emission and environmental targets, 24/7 monitoring coverage, and expansion of Veolia’s EH&S services campus-wide for Saddleback College.
