Case Study: Massachusetts Department of Energy Resources helps affordable housing owners decarbonize with VEIC

A VEIC Case Study

Massachusetts Department of Energy Resources supports 44 affordable housing owners to decarbonize with VEIC

The Massachusetts Department of Energy Resources (DOER) faced a challenge with its grant program for affordable housing decarbonization. Many property owners were unprepared to submit strong applications; they needed help scoping projects and navigating the process. DOER partnered with VEIC, which designed the Affordable Housing Decarbonization Technical Assistance program to address this readiness gap.

VEIC implemented a flexible, two-stage technical assistance program to guide property owners from initial scoping to detailed design and funding plans. This solution provided 44 property owners with tailored support, building a stronger pipeline of applicants for grants. As a result, even owners who did not apply gained valuable energy-saving recommendations, and Massachusetts now has a model for creating impactful clean energy projects that lower costs for residents.
