Focus on Energy expands equitable access with VEIC using 5 years of data

Focus on Energy, Wisconsin's statewide energy efficiency program, faced a challenge in reaching all communities effectively. Despite strong overall participation, data showed significant underutilization of programs in specific areas. The vendor, VEIC, supported Focus on Energy in understanding not just where these participation gaps existed, but also the underlying reasons why certain communities were not being reached.

VEIC designed and conducted a holistic data analysis, moving from ZIP-code level data to more granular census tract information. This revealed that communities with low participation faced higher energy burdens and other socioeconomic barriers. The resulting framework, approved by the state commission, now guides program design and pilots. This solution provided Focus on Energy with a data-driven method to improve equitable access, embedding new Key Performance Indicators to track progress and increase energy savings in targeted Communities of Focus.
