Blacktown City Council, the largest local government area in NSW, needed a better way to manage an aging and expanding stormwater network amid rapid population growth. Working with VAPAR, the council used the VAPAR AI-powered cloud platform to improve visibility into buried assets and move from reactive maintenance to more proactive stormwater planning.

VAPAR and Total Drain Group uploaded about 150,000 m of CCTV inspection footage into the platform, where AI identified more than 20,000 pipe features and defects. The resulting insights helped Blacktown City Council prioritize rehabilitation and maintenance work, inform its 2024–2025 capital works program, and support a more evidence-backed approach to investing its $7.7 million drainage improvements budget, reducing time and cost in CCTV inspection management.
