A Midwestern city serving roughly 400,000 residents was struggling with an aging hosted document management system that left users unable to find records, suffered frequent outages, and provided no reliable reporting or data integrity. The city needed a fast, careful migration of tens of millions of scanned public records to a more robust platform without disrupting staff or risking the loss of vital records — and wanted to avoid paying for two hosting services during the transition.
Working with On‑Line Imaging, the city replaced the old software with Upland’s FileBound and migrated some 20–30 million documents (ranging from a few pages to several hundred pages each) in about 30 days with no user disruption. The new system restored uptime and reporting, virtually eliminated lost documents, improved public access and reduced office wait times through secure online search and subscription services, and delivered the data integrity the city required.
