The New York City Human Resources Administration (HRA) needed a faster, more relevant way to connect low-income New Yorkers with job opportunities—mailed listings could take up to two weeks to arrive, while a 2011 survey showed 88% of this population used cell phones daily and 73% preferred text or email updates. The challenge was to deliver timely job information in a format people actually use.
HRA launched TXT-2-Work, an opt-in text messaging service that sends job openings, tips, and alerts immediately and tracks responses to tailor outreach. The program exceeded its first-year goal of 10,000 subscribers and now reaches over 32,000 people; a survey of 3,000 subscribers found 11% got interviews and half of those were hired. Employers report faster hires, and the program earned a Digital Government Achievement Award for its innovative use of technology.
