Cherwell District Council, the local authority serving North Oxfordshire (around 150,000 residents), faced fragmented, siloed finance systems and heavily manual processes that slowed decision-making and made month‑end and year‑end reporting labor‑intensive—bank reconciliation could take up to 18 days and some processes consumed 32 days per month. The Council needed a unified, citizen‑centric finance platform and had to deliver the transformation remotely during the COVID‑19 lockdown.
Working with Embridge Consulting, CDC implemented Unit4 ERP using Embridge’s EVA deployment model entirely remotely, on time and on budget. The new, consolidated finance system automated reconciliation to a same‑day process, reduced specific process times from 32 to 18 days, enabled near‑real‑time decision‑making, cut paper use, and positions the Council to reduce running costs by roughly 33% over five years.
