Fulfilling citizens’ needs for official documents in minutes with advanced digitization and records management

The Philippine Statistics Authority (PSA) partnered with Unisys to address rising citizen demand for faster access to official civil registry documents such as birth, marriage, and death certificates, while ensuring document integrity remained intact. To meet these needs, PSA sought a modernized Civil Registry System that could speed up service delivery and support secure, trusted document issuance.

Unisys led a public-private partnership to digitize and manage the end-to-end Civil Registry System, enabling document origination, authentication, security, and issuance through expanded outlets, self-service kiosks, and mobile services. The results were significant: document fulfillment time dropped from 7–10 days to as little as 30 minutes in Metro Manila and under two hours in rural areas, citizen satisfaction rose to over 80% from about 20%, and more than 160 million civil registry documents were digitized while 12+ million certificates are issued annually.
