Minneapolis needed to move beyond static PDF plans to a first-of-its-kind interactive city plan that would encourage public engagement, accessibility, and easy content updates. Working with Emergent Software, the city selected Umbraco CMS as the platform to power the Minneapolis 2040 website and support robust commenting and mobile-first access.

Using Umbraco’s built-in content tools and customizations—including a public-feedback plugin, change-tracking, WCAG 2.0 AA accessibility, responsive design, and an Azure serverless deployment—Emergent Software delivered the interactive Minneapolis 2040 site. The Umbraco-based solution has driven thousands of public comments, strong site traffic, and simplified content editing for city staff, exceeding expectations.
