The Finnish Government needed a scalable, standards-based identity management system to enable strong identification of individuals and organisations for nationwide e‑services and to support online power of attorney (delegation of authority). Ubisecure provided the solution — the Katso system built on the Ubisecure Identity Platform — to authenticate organisations, their representatives and authorised third parties for use of government services.

Ubisecure’s Katso deployment, managed by the Population Register Centre, lets organisations create Katso IDs, manage sub‑IDs and authorisations and log in to over 100 government applications. The system now supports 444,000 user IDs, 422,000 organisations and 11+ million sign‑in events, and has driven a 99% reduction in per‑transaction cost versus physical service points, reduced physical service points to around 50, cut tax administration staffing by about 20% and enabled potential savings of hundreds of millions of euros.
