Creating a nationwide infrastructure for authentication & delegation of authority

Katso is Finland’s nationwide identity, authentication and delegation platform that needed to replace a legacy system (TYVI) and enable strong organisation-level authentication, role-based authorisation and delegation of authority so companies and agents could securely access government services. The Finnish Population Register Centre deployed a standards‑based solution built on the Ubisecure Identity Platform to meet requirements for strong authentication methods, privacy-by-design, distributed identity management and support for open standards.

Ubisecure delivered a flexible Identity Platform (SAML 2.0 / Liberty ID‑WSF support) with authentication adapters, role-based identity management and delegated authorisation workflows that integrate into existing government authentication services and bank OTPs. The deployed Katso solution has run since 2005 and today covers 444,000 user IDs and 422,000 organisations across 104 government services, enabled a ~99% reduction in per-transaction cost versus in-person service, reduced physical service points to about 50 and helped cut tax administration staffing, demonstrating Ubisecure’s platform-scale impact.
