A Tyler Technologies Case Study
The City of Tulsa, Oklahoma (population 400,000; 3,700 employees), a Tyler client since 2016, faced a major challenge when COVID-19 struck: legacy systems, incomplete integrations, and numerous manual processes meant each department was responsible for identifying and documenting its own emergency spending, making it difficult to track disaster-related expenditures and pursue federal reimbursement.
Using Tyler’s Enterprise ERP Project Ledger, Tulsa created a unified “COVID” project with payroll and expense strings, provided coding guidance to departments, tracked overtime and CARES/HUD fund disbursements, and used Content Manager to extract 1,500+ supporting documents. The approach captured nearly $684,000 in COVID-related costs, enabled reimbursements to be posted by fund to restore budgets, and reduced reimbursement documentation time from about 125 hours to 15 minutes.
