West Virginia, a state with a population of 1.7 million, partnered with Tyler Technologies to expand its digital DMV services. The challenge was to move beyond mailing paper vehicle registration cards and provide a more convenient, secure, and modern option for residents by leveraging technology they already used.

Tyler Technologies implemented a solution using its Engagement Builder and a custom API to deliver digital registration cards directly to residents' native smartphone wallets, compatible with both Apple and Android devices. As a result, over 20,000 digital cards were downloaded shortly after launch, with adoption projected to double in 2025. This solution saved the state time and resources while providing residents with a more secure and convenient experience.
