Washington County, Pennsylvania completes reassessment of ~117,000 parcels with Tyler Technologies

Washington County, Pennsylvania faced a significant challenge as it had not conducted a countywide property reassessment in 35 years. Residents were paying taxes based on 1981 property values, which were only 10-25% of current market value, leading to budget shortfalls for local school districts and a court-ordered mandate for reassessment. The county partnered with Tyler Technologies and its Appraisal Services to undertake this massive effort and ensure the new values would be fair and equitable.

Tyler Technologies implemented a solution that heavily prioritized public communication and data collection for approximately 117,000 parcels. Using their Enterprise Assessment & Tax CAMA software, Tyler's team developed accurate valuation models and managed the entire process. The result was a highly successful project with only 13.17% of parcels entering the appeals process, a low number given the circumstances. Tyler Technologies also reorganized county records and trained staff, leaving Washington County well-prepared for future reassessments.
