The Village of Glen Carbon, Illinois (population ~13,000) is a small, centralized municipal government with about 80 employees responsible for finance, utilities, permitting and court services. With limited staff and a broad, multigenerational resident base, the village needed greater operational efficiency and better ways to serve citizens—challenges that became urgent when COVID‑19 closures forced residents away from in‑person transactions.
Glen Carbon implemented Tyler’s integrated Incode and EnerGov solutions—including online utility billing, Tyler Notify and digital forms—to enable 24/7 payments, automated notifications and remote service requests. By absorbing online fees to encourage adoption and leveraging the software’s workflows, the village maintained collections during the pandemic, increased electronic engagement across generations, freed staff time for higher‑value work and strengthened its ability to serve residents now and in the future.
