The Utah Department of Health engaged Tyler Technologies to build a statewide Medical Cannabis Regulation system after a ballot initiative legalized medical cannabis and the legislature required a registration and administration platform. The project had a tight six‑month legislated deadline and needed to manage patient, provider and pharmacy registrations, dosing guidelines, eligibility verification and future legislative changes.

Using Tyler’s Case Management Development Platform, the team launched on schedule and the system has been used by patients to pay for and print approval cards, by providers to approve registrations and issue dosing instructions, and by pharmacies to verify eligibility. Post‑launch user feedback drove workflow fixes and configuration updates (reciprocity, additional data fields, interface tweaks), and the solution has scaled beyond expectations—reaching 32,000 patients and 800 providers in the first year—providing a flexible foundation for ongoing changes.
