A Tyler Technologies Case Study
Tyler Technologies partnered with the U.S. Department of Agriculture’s National Appeals Division (NAD) to replace a legacy Oracle database and digitalize appeals workflows across multiple USDA agencies. The challenge was to deliver a secure, scalable electronic filing and case management solution that improved tracking, communications, and public access for thousands of appeal cases and associated documents.
Tyler implemented the Case Management Development Platform as NADTrack with an Access Module and public web portal, enabling appellants and agency staff to initiate and modify appeals, upload documents, receive notifications, and check filing status while meeting USDA style and e-signature policies. The system now supports more than 69,000 individual cases, about 23,000 hearings and over 15,000 determinations, and has published 16,500+ decisions—improving transparency, citizen engagement, and case-processing scalability.
