A Tyler Technologies Case Study
The City of Chattanooga, Tennessee — a leader in open data and civic engagement — sought to better understand and address racial disparities in policing after recognizing that arrests and citations disproportionately impact historically oppressed communities. City leaders needed a holistic, local analysis that combined public safety records with demographics, recidivism programs, neighborhood planning, and budget data to identify patterns, guide reforms, and ensure equitable public safety.
Chattanooga implemented Tyler’s enterprise data platform to centralize, clean, and analyze multiple public safety datasets and publish an anonymized, regularly updated dashboard on the city’s open data portal. The solution cut manual reporting time, enabled weekly mayor–police reviews, informed staffing and diversion strategies (e.g., using social services for nonemergency calls), increased transparency and accountability, and provided a data-driven baseline now being used as a model for other communities.
