Transparency Score Spurs Maryland’s Data Innovation

Maryland’s Department of Information Technology (DoIT), working with the Department of Budget and Management (DBM), set out to make state finances easier to explore after a user-experience review gave the existing vendor payment site a D+. The challenge was messy, inconsistent data spread across systems and a public expectation that questions about spending be answerable within a few clicks, requiring better drill-downs, clearer program and agency names, and protection against double-counting.

To solve this, the team adopted the Socrata Connected Government Cloud and Socrata Open Finance, built ETL processes to validate and reformat four years of budget data, and combined DoIT’s governance with DBM’s budget expertise. The result is the Maryland Transparency Portal—seven configurable, searchable apps with annotated context and improved internal data sharing—now live, growing as more agencies onboard and making state spending far more accessible and actionable.
