Tyler Technologies partnered with the West Coast cities of Carlsbad, Renton, and Temecula to modernize community development and permitting services. Each city faced challenges—siloed processes, long in-person wait times, complex reporting and usability demands, and the need for reliable support during system upgrades—while trying to deliver better customer service to residents and staff.

By implementing Tyler’s EnerGov platform, Citizen Self Service portal, and the EnerGov Assist training/support program, the cities streamlined workflows and customized online permitting to match local needs. Results included Temecula cutting citizen wait times by 75%, reducing staff processing time per permit by 30% and achieving 24–48 hour faster plan approvals; Renton shrinking permit configurations from 62 to 12 and cutting maintenance time by over 50%; and Carlsbad completing a smooth, on-time upgrade with strong vendor support.
