The Ottawa, Kansas Police Department, which serves a town of about 13,000 within a larger metro area, faced persistent challenges submitting accurate Incident Based Reporting (IBR) data to the state. Reporting errors were skewing statistics and hampering the agency’s ability to track and respond to crime trends.
