A Tyler Technologies Case Study
The City of Asheville, North Carolina (population ~91,560; ~1,500 employees) faced slow, paper-based administrative processes that hampered purchasing, invoicing, timekeeping and approvals—problems made more urgent by remote work during the COVID-19 pandemic. Although the city had used Tyler’s Enterprise ERP and Content Manager since 2008, staff were still relying on manual workflows and multiple emails to move tasks forward, and documentation wasn’t captured in a way that supported a fully digital environment.
Asheville implemented Enterprise ERP’s workflow functionality alongside Content Manager to digitize approvals, routing and contract management, and deployed the Employee Access portal to give staff real-time self-service access to HR and payroll information. The changes centralized purchasing oversight, reduced paper, storage and processing costs, sped document retrieval, and cut staff time spent on routine information requests—delivering tangible efficiency and transparency gains across city operations.
