The State of Texas, led by the Texas Department of Information Resources and Chief Data Officer Ed Kelly, faced a challenge of siloed data across a large, decentralized government serving 28.7 million residents. After an initial open data portal launch, the state needed better governance, tools, and public-facing transparency to improve cross-agency collaboration, resource allocation, and trust.
Texas implemented Socrata Connected Government Cloud as a permissioned “closed data portal,” enabling vertical, horizontal, and hybrid data-sharing models with training and governance support. The program boosted agency data-sharing participation from about 78% to 85%, helped prevent roughly $90 million in fraudulent unemployment claims, saved an estimated $4.3 million in employee time, and improved cross-agency analytics and public access to usable data.
