The Texas Department of Information Resources (DIR) manages technology for more than 28.7 million residents across 254 counties, leading the state’s technology strategy and offering shared, cost‑effective solutions for government. DIR faced a challenge of siloed data across a large, decentralized government—limiting transparency, cross‑agency collaboration and trust with leadership and the public—and needed better ways to share data securely and drive program insights.
DIR deployed Tyler’s Enterprise Data Platform as a cloud‑based “closed data portal” to provide a permissioned, customizable hub for vertical, horizontal and hybrid data‑sharing and to federate vetted datasets to its open data portal. The initiative improved analytics and collaboration, grew agency participation in data‑sharing from 78% to 85%, delivered an estimated $4.3M in employee opportunity‑cost savings, helped prevent about $90M in fraudulent unemployment claims, and supported hundreds of public datasets with more than 194,000 downloads.
