The City of Rancho Cordova, a California municipality of about 79,000 residents, struggled with an outdated, paper‑based permitting and licensing system that caused frequent incorrect submittals, extra staff work, and frustrated citizens. City leaders sought an enterprise solution to modernize permitting, planning, code enforcement, and business licensing and to make services accessible online.

Rancho Cordova implemented Tyler’s cloud‑based Enterprise Permitting & Licensing with Civic Access and the Decision Engine in phased rollouts (2018 and 2021), which simplified online navigation and back‑office workflows. Since launch the portal has seen more than 31,700 page views and 5,000+ registered users, 38% of licenses are purchased online, and wrong application submissions have dropped roughly 76%, speeding issuance and supporting local economic development.
