Significant Productivity Gains in Electronic Court Filings

Oakland County, Michigan’s 6th Judicial Circuit Court set out to make court filing “faster, smarter, better” by replacing a paper-heavy, high-touch process with a web-based e-filing system. To manage risk and change, the county began with a pilot in a single courtroom, aiming to reduce delays, foot traffic and paper handling while improving public access and clerk workflows.

The county implemented Tyler Technologies’ Odyssey File & Serve, then expanded it across divisions as the pilot exceeded expectations. Filing time dropped from about seven minutes to under one, documents became available almost immediately, foot traffic and mail declined, and the program saved roughly 5,000 reams of paper (about 300 trees) annually. The initiative was self-funded within two years through modest e-filing fees, grew to over 9,000 users, and earned a 2009 National Association of Counties Achievement Award.
