Seguin, Texas (pop. ~30,000) is a long-established municipality that in 2015 was burdened by a legacy AS/400 and paper-based processes across HR, payroll, budgeting, purchasing and utilities. Departments relied on manual time sheets, paper budget requests and slow requisition and vendor workflows, prompting city leaders to seek a modern, integrated ERP that could support municipally owned utilities and grow with the city.
Seguin implemented Tyler Technologies’ Incode suite—including Incode Utility Billing, Incode Employee Self-Service and Tyler Content Manager—automating timesheets and approvals, improving payroll delivery, and giving departments real-time budget visibility with centralized document management. The city eliminated paper storage, cut reporting time in half, reduced requisition turnaround from two days to ~20 minutes, and lowered vendor payment processing and check issuance by about 60%, realizing significant time and cost savings.
