Revamped entire jury process to embrace more electronic and remote features during pandemic

Okaloosa County Clerk of Circuit Court in Florida faced the sudden need to redesign its jury management and communication processes when COVID‑19 hit. As a long‑time Tyler Jury user, the clerk’s office needed to balance public health requirements with court operations and juror service expectations.

Working with Tyler, the court implemented new online features—Response, Voice and Message—so jurors could confirm service, complete general and COVID‑19 questionnaires, be qualified and empaneled remotely, receive direct messages about reporting, and obtain service certificates online. The streamlined process eliminated an initial report day (saving a day of juror pay), reduced summonses and administrative costs, allowed a single coordinator to manage panels, increased juror satisfaction, and advanced the court to the “Advanced Electronic” maturity level.
