Pennington County Department of Equalization in Rapid City, SD, faced slow, paper-heavy reappraisals for its 50,000 parcels: appraisers inspected only about 2,000 parcels per year (a 20–25 year cycle), spent days collecting data then reentering it, dealt with missing or mismatched sketches, and handled time-consuming photo and map printing tasks.
The county hired additional appraisers to work independently and implemented Tyler’s Orion integrated mobile solution with 15 tablets and hands‑on training, adding a sales-comparison valuation model in their CAMA system. This enabled real-time edits and photo attachments in the field, eliminated printed cards and extensive prep time, cut permit and reappraisal prep from days or weeks to under a day, halved time for thousands of permit inspections, increased inspections to nearly 10,000 a year, and delivered more accurate values and improved public perception.
