The City of Hartford, a long-time Munis client, faced a significant budget deficit and needed to reduce costs by cutting bank fees and the number of checks they produced. To succeed they had to analyze scope, build consensus, train users across departments, and put vendor tracking and approval workflows in place.
Hartford partnered with Bank of America to roll out e-payables and expanded its P-Card program, integrating P-Card statements into Munis Accounts Payable, applying MCC restrictions, and implementing department-level limits, workflow approvals and end-user training. The initiative increased P-Card users from 78 to 186, cut annual invoice volume from 46,000 to 30,000 with a $5,000 threshold, halved GL coding time (10 to 5 days), reduced questionable charges, and drove over $8.3M in P-Card/e-payable purchases—delivering $137,575 in one-year savings (soft savings plus cash rebate) and faster, more accurate reporting via Munis and Tyler Pulse.
