Oregon Simplifies Processes for Self-Represented Litigants

The Oregon Judicial Department, a user of Tyler’s Odyssey platform, was dealing with rising numbers of self‑represented litigants (SRLs) and more complex case types. Their existing in‑house iForms didn’t provide the flexibility or clarity needed, so they partnered with Tyler to develop Odyssey Guide & File forms to better guide SRLs through the filing process.

Guide & File gave Oregon greater control over information presentation and the ability to make rapid updates for legislative changes and user feedback. Backed by statewide court coordination and public education, the rollout produced very high SRL adoption—including complex family cases—significantly increased e‑filing rates, advanced the courts to an “Advanced Electronic” maturity level, and generated unexpected usage by many professional filers.
