A Tyler Technologies Case Study
Goochland County, Virginia, a growing suburb of Richmond with about 25,000 residents, needed to modernize how it managed permitting and development. Legacy, paper-based and disparate systems were slowing processing, reducing visibility for staff and constituents, and limiting the county’s ability to efficiently manage rapid growth.
In November 2022 the county implemented Tyler Technologies’ Enterprise Permitting & Licensing (EnerGov) with Civic Access, mobile inspections, payments and data tools to enable online applications, concurrent plan review, GIS integration and better field functionality. Since launch, 44% of 628 permits were submitted online, 240 citizen self-service accounts were created, and more than $76,000 in card payments were processed; staff reporting and issuance times dropped substantially (including halving electronic permit issuance time), while contractors and inspectors benefited from faster corrections and greater transparency.
