New Hanover County, North Carolina (pop. ~225,000) faced fragmented permitting and inspection workflows and limited project visibility after its legacy permitting system was retired. The county needed a customer-centered, cross-departmental solution that would align processes, improve transparency, and better serve residents and the development community.

By selecting and implementing Tyler Technologies’ Enterprise Permitting & Licensing (EnerGov) with an inclusive, iterative governance model, New Hanover went live in February 2019—ahead of schedule and under budget despite Hurricane Florence. Its Civic Access portal (branded COAST) attracted 1,600+ users in six weeks, now handles more than 75% of permit applications online, enabled paperless plan reviews and consolidated multi-agency reviews into a single platform, significantly speeding service delivery and improving customer satisfaction.
