A Tyler Technologies Case Study
Rockdale County Public Schools, a 16,000‑student district in Conyers, GA, was overwhelmed by paper — applicant packets, paycheck copies, open‑enrollment forms, W‑2s and benefit paperwork — driving up costs and tying up HR and payroll staff time that could otherwise support students. The district needed a way to reduce paper, speed applicant tracking and payroll processes, and cut expenses while freeing employees to focus on education.
Rockdale implemented Tyler Technologies’ Munis Financial and HR/Payroll in 2008 and rolled out Munis Employee Self Service (ESS) in 2009 using a modular approach. ESS replaced paper processes, eliminated broker fees for online enrollment, and materially reduced HR hours (about 50 hours saved on one applicant workflow and 10–20 hours on producing payroll copies). Employees now manage W‑2s, paychecks, leave and benefits online, open enrollment is streamlined into deductions, and the district has seen clear time and cost savings and improved accuracy.
