The Montana Department of Revenue (DOR), which uses Tyler’s Orion CAMA to value roughly one million properties across the state, faced challenges valuing mobile homes. Relying solely on the cost method—especially for strict personal mobile homes where the home and land have different owners—made valuations complicated to calibrate, harder to explain to taxpayers, and left room for improved accuracy despite available sales data.

To address this, the DOR built and deployed in-software market models in Orion via a three-step process (data validation, Tyler-developed calculations with county calibration, and extensive testing before go-live). The change produced more accurate, easier-to-explain valuations, boosted appraiser confidence, increased taxpayer trust, is expected to reduce appeals, and rolled out seamlessly—prompting plans to expand market modeling to attached real mobile homes.
