Fort Bend County, a rapidly growing suburb of Houston serving about 585,000 residents, faced a 50% population increase (2002–2010) that overwhelmed its courts with rising caseloads. Multiple offices relied on separate, paper-heavy systems that created information silos, duplicated data entry and delayed access to case information, prompting the county to form an 11-member judicial steering team to find an integrated solution.

Fort Bend implemented Tyler Technologies’ Odyssey integrated justice platform (including Case Manager, Prosecutor and Check Manager) across probate, mental health, civil, family, criminal and justice of the peace courts, converting 1.1 million cases and 7 million images during a four-year rollout with broad stakeholder involvement. The result: elimination of 22 legacy applications, $100,000 in annual savings, reduced paper handling, streamlined workflows, real-time information sharing and improved public access — recognition that earned the county a 2009 innovation award.
