METCOM 911, the Marion Area Multi-Agency Emergency Telecommunication Center in Woodburn, OR, dispatches for 29 police, fire and EMS agencies across Marion County and surrounding forestlands, serving more than 315,000 residents. After consolidating two dispatch centers, METCOM struggled with an outdated DOS-based CAD system that relied on paper maps, couldn’t generate fire response recommendations or response groups, and made multi‑jurisdictional mission‑critical data difficult to access.
In 2011 METCOM upgraded to Tyler Technologies’ New World Enterprise CAD, adding Windows-based software with embedded Esri mapping, automatic vehicle location (AVL), proximity dispatching, geo-verified addresses and built-in fire response plans. The new system sped dispatch and response times, provided continuous ETAs and smarter unit recommendations, simplified multi‑agency data access and sharing, and improved overall efficiency and situational awareness.
