The State of Maryland, committed to open data and financial transparency, faced a challenge: disparate, messy budget and vendor-payment data that made it difficult for employees and the public to drill down into spending details. After a D+ grade on its vendor payment site, leaders sought a user-friendly portal that could answer questions in a few clicks and reveal where tax dollars are going.

Maryland’s Department of Information Technology and Department of Budget and Management partnered to build an Enterprise Data Platform using Tyler’s Data & Insights and Finance Insights apps. ETL processes cleaned and validated four years of budget data, seven configurable searchable apps were created, and data governance and annotations resolved discrepancies. The result is the Maryland Transparency Portal—a centralized, evolving resource that makes agency spending easy to explore, has attracted more agency participation, and improved internal data sharing and public accessibility.
