The City of Victoria Municipal Court in Texas partnered with Tyler Technologies to modernize its case management and records systems and faced the urgent challenge of continuing court operations and public access during the COVID-19 pandemic. With in-person services curtailed, the court needed to preserve case integrity, maintain workflow, and keep citizens, attorneys, and bonding companies connected to court information.

Using Tyler’s Incode court system plus electronic imaging, online and phone payments, secure fingerprint processing, text/phone notifications, jury management, and an online records portal, the court moved most processes online. As a result, staff processed and shared documentation electronically, citizens could view dockets and pay fines or schedule court actions through the portal, and attorneys and bonding companies retained remote access to closed-case information—allowing the court to continue serving the public while protecting staff and citizens.
