The city of Kansas City, Missouri (KCMO) faced inefficiencies from using four separate legacy systems across nine siloed city departments for permitting and licensing. This fragmented approach created redundancy, hindered data-sharing, and resulted in a confusing, multi-step process for citizens. To foster cross-departmental collaboration and improve customer service, the city selected Tyler Technologies and implemented its Enterprise Permitting & Licensing solution.
Tyler Technologies' solution, branded locally as CompassKC, consolidated permit applications, reviews, inspections, and payments onto a single shared platform. This broke down departmental silos, automated manual processes, and introduced an online Citizen Self Service portal. The results included nearly 2,400 fewer annual walk-in customers while managing the same workload, over 5,300 portal users in the first 18 months, and significant cost savings from eliminating redundant payment systems. The implementation also increased trust among departments and gave staff more time for impactful community projects.
