A Tyler Technologies Case Study
MicroPact worked with the Illinois Department of Public Health to implement the Opioid Alternative Pilot Program, which gives qualifying patients access to medical cannabis as an alternative to opioids. The challenge was to build a tightly regulated, secure system to manage applicant registration, physician certification and program coordination while integrating multiple state data sources (cannabis traceability, prescription drug monitoring, professional licensing and motor vehicle records) to verify eligibility and prevent abuse.
MicroPact deployed an entellitrak®-based Illinois Cannabis Tracking System (ICTS) hosted on AWS, providing a single online portal for patients and physicians to submit and process certifications quickly and securely. Launched January 31, 2019, the system reduced paperwork and wait times; by August 31, 2019 it supported 2,220 registered patients, 978 awaiting physician certification and 531 participating physicians, helping expand timely access to opioid alternatives.
