How the Ohio Court of Claims Handled Increased Caseload

The Ohio Court of Claims, based in Columbus, handles civil claims against the state, including a newly expanded workload of public-records disputes after 2016 legislation. Facing an aging, bespoke case-management system, a single physical court location, and an anticipated exponential rise in filings, the court needed modern e-filing, better reporting, and scalable case management to preserve access to justice for Ohio’s 12 million residents.

The court selected Tyler Technologies’ Odyssey suite — including Odyssey Case Manager, File & Serve, Guide & File, and Modria — to add e-filing, guided forms for self‑represented litigants, and online dispute resolution. File & Serve went live in January 2017 and Guide & File and Modria followed, driving a 1,300% increase in SRL filings, a 78.5% rise in AD claims and a 201.6% surge in pothole-related cases year-over-year, while the court handled an overall caseload increase of more than 50% without adding staff and reduced backlogs.
