The City of Stockton, California—once weakened by years of lost growth following a historic bankruptcy—faced stagnating city services and poor public communication. When City Manager Harry Black arrived in 2020, he prioritized rallying staff around clear objectives and measurable goals, calling for a data-driven performance management approach to accelerate the city’s renewal.
Within three months Stockton established an Office of Performance & Data Analytics led by Katie Regan, appointed departmental data coordinators, and piloted Tyler’s cloud-native Open Data Platform (Socrata), launching an open data portal in June 2021. The effort has sped up operational outcomes (notably faster pothole repairs), increased departmental engagement, improved transparency and equity-focused decision-making, and created community-informed dashboards for policing and other services.
