How One Growing County Increased Access to Justice for Residents

Travis County Justice of the Peace, Precinct Two, serving fast‑growing Austin, faced mounting access‑to‑justice challenges as the region added roughly 150 residents per day. With only five justices of the peace, long drives (30+ miles for some residents), traffic congestion, and lost work time, the court needed a more convenient, scalable way to handle increasing caseloads and meet citizens’ expectations for modern digital services.

The court partnered with Tyler Technologies to deploy Modria (alongside Odyssey and in‑house solutions) as an online dispute resolution platform—the first of its kind in a Texas court and the nation’s first justice court to launch Modria. The initiative dramatically sped case resolution (one case went from an expected six months to two hours), reduced congestion and lost work time, expanded access for a dispersed population, achieved an “Advanced Electronic” e‑court maturity, and earned recognition for innovation as adoption moves toward mandatory use for eligible cases.
