Growing County Sets New Standard for Jury Management

Williamson County, Texas—a rapidly growing county court system with 13 courts and about 700 employees—faced mounting challenges modernizing jury management, amplified by the pandemic and increased demand for online services. The county needed a solution to reduce courthouse foot traffic, streamline juror tracking and communication, and eliminate time-consuming manual processes that required hundreds of potential jurors to show up weekly.

The county implemented Tyler’s Enterprise Jury Manager in December 2020, introducing online summons responses, self-guided qualification forms, electronic notifications (text/email), and an IVR phone system. The result: automated jury selection across 13 courts, a drop from 300–400 potential in-person jurors to about 50 pre-assigned jurors, fewer staff handling calls, reduced costs and wait times, and improved juror convenience and community trust.
