Fulton County, Georgia’s Pretrial Services needed a fair, efficient way to assess and monitor defendants without relying on cash bail that penalizes the poor. Serving a population of more than 1 million and handling thousands of bookings annually, the agency sought to reduce unnecessary detention, speed decision-making, and improve public safety while managing high volumes of interviews and case data.
By implementing Tyler Technologies’ Odyssey integrated courts and justice suite (including the Odyssey pretrial module) and consolidating 14 legacy systems, Fulton automated interviews and workflows and shared information across justice partners. The system enables 54 staff to produce 1,200+ interviews per month, track about 1,600 people on pretrial release, generate over 2,000 release recommendations, and save roughly $7.4 million per year, while maintaining a low failure-to-appear rate of about 3%.
