Tyler Technologies partnered with Fulton County, GA to address the county’s revolving-door incarceration of people with behavioral health needs—many of whom were repeatedly booked for low‑level, quality‑of‑life offenses. With an overrepresentation of serious mental illness in the jail population, no county crisis center, siloed data systems, and overwhelmed courts, leaders needed a way to connect information across agencies to reduce arrests and improve outcomes.
Tyler’s enterprise data platform aggregated jail, court, behavioral‑health and housing data, applied matching and security controls, and delivered permissioned dashboards to first responders, courts, corrections and health providers. The integrated insights enabled diversion to treatment, faster intake and case decisions, better coordination across agencies, and a path to reduce arrests, jail days and recidivism while freeing resources for treatment and prevention.
