A Tyler Technologies Case Study
Onslow County, North Carolina—a rapidly growing coastal jurisdiction serving more than 186,000 residents (including a large military population at Camp Lejeune)—faced a failing permitting system that was slow, inflexible, costly to upgrade, and resource-intensive to host (running eight virtual machines). The Planning & Development team needed better efficiency, cross-department integration, digital document storage, citizen transparency, and the ability to modify workflows in-house.
The county replaced its legacy software with Tyler Technologies’ Enterprise Permitting & Licensing (EnerGov), integrated with its existing Tyler ERP, Assessment & Tax, and Content Manager systems, and moved to a web-based deployment. Results included free evergreen upgrades, elimination of the eight virtual machines, permit processing time reduced from two weeks to minutes, a dramatic drop in permit-related phone inquiries (previously 30–45/day) via a public Civic Access portal, improved reporting and analytics, and greater staff and citizen satisfaction.
