Thurston 9-1-1 Communications (TCOMM 911), the central dispatch center for Thurston County, WA, needed to spin off from county government and—within six months—stand up its own financial and payroll systems that would support a 24/7 operation, complex union payrolls and minimal administrative staff, all without disrupting ongoing payroll or year-end processes.

Working with Tyler, TCOMM implemented the Eden ERP suite (payroll live in six weeks, financials in eight) using onsite consultants, a train‑the‑trainer approach and three months of parallel processing with the county. The Authority separated on schedule (Jan 1, 2011) with no interruption to payroll or 2010 year‑end processing, earning recognition as a Tyler Public Sector Excellence Award winner.
