A Tyler Technologies Case Study
The City of Bloomington, Indiana—a municipal government serving about 79,000 residents with roughly 1,100 employees—faced fragmented data spread across spreadsheets and non-integrated systems and found its existing CKAN portal lacked visualization, public communication, and automation capabilities. The COVID-19 pandemic made timely, integrated data publishing a critical priority and revealed the need for a platform that could present data narratives and dashboards and allow non-city staff to create visualizations.
Bloomington implemented Tyler Technologies’ Data & Insights Open Data Platform (building on its Tyler/New World experience) in a roughly six-month rollout, automating datasets and integrating Open Finance, New World ERP, Enterprise Permitting & Licensing, Payments, Identity, and ArcGIS with live GIS connectors. The new portal enabled COVID and Climate Action dashboards, reduced manual data entry, improved staff efficiency, increased public transparency and stakeholder engagement, and allowed external users to create visualizations that boosted understanding and trust.
